The Zoom cloud consists of many data centers around the world. Regional clusters let you pin the processing and storage of part of your customer data to a specific region — Europe only, for example.
Sign-in stays unified: the user connects as usual, and routing to the right cluster happens on the platform side. For the user nothing changes; for the regulator a great deal does.
This is the middle level of control: stricter than general privacy settings, but lighter than deploying your own Zoom Node in your own data center.
